The Netherlands has bilateral programmes in various countries in the Horn of Africa, namely Ethiopia and South Sudan (the results of which can be found in the associated country pages). The humanitarian situation in the region remains a cause for concern due to persistent extreme drought and conflicts. The government budget increased but the situation remained unstable, as the Al-Shabaab terror organisation remained very active. In Somalia, the federal government implemented political, economic and security reforms. Ethiopia and Eritrea reached a historic peace agreement and Eritrea sought to resume relations with its neighbouring countries following a long period of isolation. On a regional level, a fresh wind is blowing since the Ethiopian leadership extended a concrete helping hand to Eritrea in breaking the 20-year impasse of no war but no peace. Local conflicts have persisted, however, leading to large numbers of displaced people. Since the appointment of the new Prime Minister of Ethiopia, many positive changes have been set in motion. ![]() ![]() The Horn of Africa has experienced encouraging developments.
